3.4 Concluding remarks This section has considered two kinds of trust: confidence in systems and trust in people. To increase the citizen’s trust/confidence in government requires a meaningful relationship between citizen and government. To achieve that kind of relationship, government must consciously choose to trust citizens. This implies that government should welcome their criticisms. Before discussing how authorities can achieve this basic attitude in order to increase public trust/confidence in government, this report describes a number of trustrelated complaints handled by the National Ombudsman in 2011. These examples illustrate how citizens’ trust and confidence in government is often breached.
